Summary
Philip Butler learns that Major Gabriel Kaburaya has been sent to his garrison with the mission of exterminating the mafia in District 23. Keith Kisaragi and Alan Aramaki carry out their mission against Davis Degawa but are stopped at the last second by Oliver Oribe, who tells them the plan has been changed due to the influence of Alfred Akagi.
