Xiao-lan (小蘭, Xiǎolán) is a Chinese gangster who performs surveillance for the Golden Dragons. Her speech is largely unintelligible to the reader as she is mute and primarily speaks using sign language.

Last Season
During Rose's final assault against Richard, Xiao-lan assists Alan Aramaki in attack Keith Kisaragi. This leads to Alan and Keith falling from a window. Xiao-lan kicks them into a tree as they fall, hoping to save them. However, Alan shields Keith during the fall and dies on impact. Xiao-lan is last seeing looking over Alan's body alongside Keith.
