The Central Ocean Union, commonly referred to as the COU, is a faction spearheaded by China and India. It stands in opposition to the AOU and maintains much of the remaining pre-war traditions and values. It is represented in the Battle Standard Festival by Baibao and Suparna.

The faction has a contentious relationship with the Arctic Ocean Union over the Glass Sea of Japan, a relic of World War III that glassed the city of Kyoto and its immediate surroundings. The Glass Sea separates AOU Japan from COU Japan and the shared border is a subject of military conflict.

The COU is also involved in a dispute with the Abrahamic Brother Nations over a large Spiritium field in Kashmir. The tensions escalated when the ABN began illegally mining Spiritum in the field.
