- Kuraudo Ooishi is a detective with the Okinomiya Prefectural Police Department. He is obsessed with the yearly murders of Watanagashi due to his friend being the victim of the first murder incident. The villagers of Hinamizawa have come to despise Ooishi due to his constant prodding regarding Watanagashi.

- Jirou Tomitake is a photographer and Lieutenant in the Japanese SDF. He visits Hinamizawa once a year ostensibly to take pictures of the Watanagashi Festival.

- Miyo Takano is a nurse and Major in the Japanese SDF. She works at the Irie Clinic as a nurse but uses the Clinic's facilities to craft the Hinamizawa Syndrome virus. Miyo orchestrates the Great Hinamizawa Disaster.

- Akira Otobe (乙部 彰, Otobe Akira)
- Akira Otobe comes to Hinamizawa as part of a suicide group intent on dying in Hinamizawa via carbon monoxide exposure. At the last minute, Akira abandons the suicide group and ventures into Hinamizawa on his own.
- Yae Towada (十和田 八重, Towada Yae)
- Yae Towada comes to Hinamizawa with her boyfriend, Takumi Kurosawa, with the intention to kill him and free herself from his abusive behavior.
- Okonogi (小此木, Okonogi)
- Okonogi is the leader of the Yamainu. He is the only character to directly appear in both Higurashi no Naku Koro ni and Umineko no Naku Koro ni.
