- Kuraudo Ooishi is a detective with the Okinomiya Prefectural Police Department. He is obsessed with the yearly murders of Watanagashi due to his friend being the victim of the first murder incident. The villagers of Hinamizawa have come to despite Ooishi due to his constant prodding regarding Watanagashi.

- Jirou Tomitake is a photographer and Lieutenant in the Japanese SDF. He visits Hinamizawa once a year ostensibly to take pictures of the Watanagashi Festival.
