She is not using her real name with negotiations and has several nicknames that she uses with different people i.e. speaking to the Chief Cabinet Secretary as 'Maizawa', etc.
Although Takano bribed the [[Mountain Hounds]] with enough money to have them assist her in carrying out the Great Hinamizawa Disaster, it seems as though [[Okonogi]] is in direct contact with Nomura (under the codename 'Cuckoo') and is directly influenced by her as evidence by the 'backup scenario' (involving Takano committing suicide under the pretense of a 'gunfight breaking out') he presents to Takano during Matsuribayashi-hen.
